He doesn’t want GSP to stay at welterweight because then Silva wouldn’t have anyone else to fight. If GSP beats Shields, then both of them will have effectively cleared out their divisions.
If GSP doesn’t move up, Silva has to move up (unlikely), down (more unlikely) or stay at middleweight with no serious challengers.
